Every one of the ten comparable agencies posted lower task-order volume. Six posted higher value. That is consolidation, not acceleration. Incomplete recent data biases recent rates downward, so the value gain is the firmer finding and the volume drop is overstated.
Do not quote $39.90B as the size of the federal task-order market. “Task order” here is a keyword match on award description, not a contract-type filter. The comparisons are internally consistent. The absolute total is not a market census.
