- When the manufacturer is already in SCOUT's channel map, the result includes the curated reseller rows, with schedule and SIN when we hold them. That map is a seed. It is not a live copy of GSA eLibrary. If the map is empty, the award record still shows who was paid.
- Can product demand include state and local buyers?
- Yes, as its own pull. State, local, and cooperative rows stay out of the federal agency totals, so a state contract is not added into an agency dollar figure.

Methodology
The ServiceNow figure uses federal award descriptions in SCOUT's product gazetteer. The window is the 24 months ending September 29, 2026, and the dollars are transaction-level obligations. Other product names in the same descriptions are counted separately and are not added to the ServiceNow total. The reseller row is a curated seed, not a live schedule catalog. State and local demand is a separate pull and is not in this figure.
