THE CADRE IS A MEANS TO COLLECT AND TRACK A PROJECT S HISTORICAL PROGRAMMATIC, TECHNICAL, AND COST INFORMATION AND SERVES AS KEY SOURCE DOCUMENT FOR THE COST ANALYSIS DIVISION (CAD) AND THE INDEPENDENT PROGRAM ASSESSMENT OFFICE (IPAO). BOTH OF THESE OFFICES ARE A PART OF NASA OFFICE OF INDEPENDENT PROGRAM AND COST EVALUATION (IPCE). IN ADDITION, THE CADRE WILL BE INCORPORATED INTO THE ONE NASA COST ENGINEERING (ONCE) DATA BASE TO FACILITATE IPCE ENGINEERING AND COST TOOL DEVELOPMENT. USING CADRE AND THE ONCE DATABASE, A BETTER UNDERSTANDING OF THE CONCEPT DESIGN CHANGES AND THEIR ASSOCIATE COST IN THE PROJECT LIFE CYCLE WILL BE ATTAINED RESULTING IN MORE ADVANCED COSTING PRACTICES AND TOOLS. CADRE CONSISTS OF THREE PARTS: PART A IS GENERAL DESCRIPTIVE INFORMATION, PART B PROVIDES TECHNICAL DATA, AND PART C CONTAINS PROJECT COST DATA. THE CONTRACTOR, ALONG WITH THE TASK MONITOR, SHALL ARRANGE TO MEET WITH THE APPROPRIATE PROJECT MANAGEMENT STAFF TO IDENTIFY DATA SOURCES FOR THE CADRE. DATA SOURCES MAY INCLUDE PAPER ARTIFACTS OR ELECTRONIC DOCUMENTS. THE GOVERNMENT TASK LEADER AND THE CONTRACTOR WILL WORK WITH THE PROJECT TO DETERMINE LOCATION AND THE ACCESS MODE TO ACQUIRE THE DOCUMENTS. THE CONTRACTOR SHALL COLLECT THE DATA FROM THE SOURCES AND THEN ASSEMBLE THESE DATA INTO THE MOST CURRENT CADRE TEMPLATE. THE TASK LEADER WILL MAKE THE MOST RECENT TEMPLATES AVAILABLE AT THE TIME OF TASK AWARD. THE CONTRACTOR SHALL COLLECT CADRE INFORMATION ON THE TARGETED PROJECTS. CAD RECOGNIZES THE DIFFICULTY OF COLLECTING PROJECT DATA AND EXPECTS THE CONTRACTOR TO PROVIDE ITS BEST EFFORT IN COMPLETING MANY PROJECT CADRE EVENTS AS POSSIBLE IN ACCORDANCE WITH THE APPLICABLE CADRE TEMPLATE VERSION.
