THE CONTRACTOR SHALL PROVIDE THE RESOURCES NECESSARY TO SUPPORT THE OSIRIS-REX PROJECT TO DEFINE AND COMPLETE THE DEFINITION OF THE PRELIMINARY DESIGN, AND THE PLANS FOR DEVELOPMENT, MANUFACTURE, TEST, VERIFICATION AND OPERATION OF A FLIGHT SYSTEM.
