BCG Federal Corp., Washington, D.C., is awarded $12,048,439 for a firm-fixed-price contract to provide advisory, analytical, technical and transformation management services to design, validate and execute a comprehensive enterprise campaign plan in support of Naval Supply Systems Command (NAVSUP). The contract will include a six-month base period of performance and three six-month option periods pursuant to Federal Acquisition Regulation 52.217-9 which, if exercised, will bring the total estimated value of the contract to $39,073,599. The primary place of performance will be at NAVSUP Headquarters located in Mechanicsburg, Pennsylvania, though travel to other U.S. government facilities across the world for field research and embedded operations may be necessary based on the needs of NAVSUP. The base period of performance for the contract is anticipated to begin in August 2026 and continue through February 2027 and if all three six-month option periods are exercised – two of which would run concurrently – the period of performance would continue through February 2028. Fiscal 2026 Navy operation and maintenance (O&M) funds in the amount of $3,800,000 will be obligated at the time of award to fund the contract’s base period of performance and will expire September 2026. Subsequent funds under the resultant contract will be funded with appropriate fiscal year O&M funds and those funds will expire at the end of the fiscal year in which they are issued. This contract was competitively procured through via the Department of War Chief Digital and Artificial Intelligence Office’s Tradewinds Solutions Marketplace utilizing the Defense Commercial Solutions Opening regulatory procedures under Defense Federal Acquisition Regulation Supplement subpart 212.70 with one offer received. NAVSUP Fleet Logistics Center Norfolk, Regional Directorate, Norfolk, Virginia, is the contracting activity (N00189-26-C-W018).
