Gemini found four SLED cyber bids. The boards did not.

A cybersecurity MSSP / advisory shop sent us a table from Gemini. Four SLED rows: Tacoma, Denver, Cheyenne, Fairfax. MDR, pen test, SOC baseline. Posted in a three-day cluster in early September 2026. Value N/A. Links truncated to http. None of them were in their SCOUT daily brief.

The question was simple: are we missing those bids, or did the model write a spreadsheet?

We treated the table as a claim and opened the sources. Sourced means a notice or portal row we actually retrieved. Coverage means an empty slice is a feed boundary, not “that office has nothing.” Open means the next click, not a close.

The four rows

Gemini’s table used one template: posted 7–9 September, close around 29 September, generic MSSP copy.

Tacoma / Pierce County, close 30 September. BidNet Washington’s open list that day had no MDR, EDR, or pen-test solicitation for Tacoma or Pierce. Nearby Washington work that *did* exist was a different buyer and a different calendar: City of Kirkland MDR (closed 30 March 2026) and a Puyallup MDR already awarded in 2025. Port of Tacoma cyber auditor language on BidNet is a 2023 closed notice. Grade: not a live bid. Vendor marketing pages in Puget Sound reuse the same MDR/EDR/pen-test sentence. That is not a posting.

Denver, “Colorado VSS Portal,” close 9 October. No matching VSS listing. The live Denver item is City and County of Denver Payment Card Industry (PCI) Compliance Services (Excluding DEN) on BidNet, including PCI QSA and PCI penetration testing, due 2 October 2026. SCOUT already had that row. Gemini’s scope (external/internal pen test, threat modeling, SOC baseline, VSS, close the 9th) is a different listing. Monument, Colorado had a network pen-test that closed 9 September 2026. That is not Denver and not VSS. A BidNet “CU SOC Program 2026” hit is University of Colorado standing-order contracting, not a Security Operations Center. Grade: nearest real bid is Denver PCI, already in SCOUT. Gemini’s VSS row is not that bid.

Cheyenne / Laramie, close 29 September. Wyoming’s Cyber Security Assessment (RFP #0082-K) was due 18 April 2025. Laramie County Community College as-needed IT consulting closed 17 August 2026. BidNet Rocky Mountain’s newest open rows that week were construction and fleet. Grade: not a September 2026 pen-test RFP.

Fairfax, close 29 September. No City or County of Fairfax pen-test / vulnerability-remediation RFP with those dates. Closest Fairfax cyber buy: Fairfax County Public Schools MDR/SIEM/SOAR (RFP 2000004233), closed 16 January 2026. Grade: closed school MDR, not an open city pen-test.

What SCOUT should do with a table like that

Search by solicitation number or a full portal URL. Keyword query is the wrong tool for “Gemini says Tacoma posted this on the 9th.”

For the lane (managed security, pen test, SOC, endpoint), a 90-day SLED search with personalize off is the inventory. The morning brief is a one-day delta. Empty on that mail can be correct. A CMMC phrase in a spare-parts description is not the job.

City and county portals (Colorado VSS, WEBS, some Bonfire instances) are Coverage. If a real local bid lives only there, it may not be in the brief. Send the notice ID. Do not treat an LLM table as the ID.

What this does not say

It does not say general-purpose search is useless for BD. It says an unsourced bid table is not a source.

It does not say SCOUT ingested every SLED cyber RFP in September 2026. Kirkland MDR and the FCPS MDR were real and closed; they were not the four Gemini rows, and they were not sitting in that subscriber’s 1-day brief.

It does not reuse the published Precision@5 numbers. Those are first-five ranking on 15 typed searches. This is four claimed notices checked against BidNet and the named portals.

How to repeat it

1. Keep the Gemini (or ChatGPT) table. Do not rewrite the dates.
2. For each row, search the state BidNet group and the named portal for that title and those close dates.
3. If you get a neighbor (same city, different scope or close date), print the neighbor with a URL. Do not upgrade it into Gemini’s row.
4. In SCOUT, look up by solicitation number when you have one. Otherwise source_type=sled (or all), last 90 days, personalize off, query the service (penetration testing, managed security), not the city name stuffed into keywords.

If the table still has no primary notice, the brief was not “missing” those four. The model wrote them.
