RFQ: Construction Management Services Oak Harbor Public Schools

Oak Harbor Public Schools is seeking a consultant or firm for Construction and Grant Program Management Services, including project construction management. This work focuses on noise mitigation improvements funded by Department of Defense grants, including window replacement and HVAC upgrades at four schools. The selected firm will act as the Owner’s Representative, managing compliance with grant requirements, planning, budgeting, scheduling, and overseeing construction quality and costs. Proposals will be evaluated based on qualifications and experience with K-12 projects and federal grant administration.

Key Requirements to Deliver:
- Act as Owner’s Representative, overseeing all project phases.
- Ensure compliance with grant and federal regulations.

- Demonstrated experience in federal/state-funded K-12 school construction projects.
- Maintain specified insurance coverage:
  - Commercial General Liability: $1M per occurrence, $2M aggregate.
  - Professional Liability: $3M per occurrence and aggregate.
